Sorry, I have no shiny regs to offer. This subject was talked about earlier. But I was very reliably informed that 5,200 is the new limit, up from 4,800 for the past year and a half.
whether your school FAO knows this is another matter. Jan 2006, when it was raised to 4,800 I had to insist my FAO ask several times. The third call he made seemed to reach someone in the tax department who knew. The first call was certainly to a friend |

A howard stern wannabe wants hard facts?
The tax bureau worker said so. Don't have a reg. What, do I like look like a guy who keeps a bunch of regs hidden on me somewhere?

I'm not going to research the Chinese income tax info at 11pm on a Thursday night...
But, I can say that the reason for this 'idea' of a new 5200rmb tax threshold relates to the fact that the income tax threshold for Chinese people was raised by another 400rmb earlier this year.
There was a previous policy that marked the foreigner tax threshold at a fixed amount above the Chinese persons threshold. However, it's not certain (I mean I don't know either way...) that that is being maintained following the increase in the income tax threshold for Chinese people this time.

But... can someone post a credible link that can be presented to the FAO and school pay people to actually get them to believe that this must be true...? |

My Chinese isn't good enough to find the details on the state or national government tax information websites...
But, looking at Chinese chat boards it seems that some of the clowns there are almost as confused as we are...
As recently as last month there're still some people saying the threshold is 5200rmb. BUT, the general concensus seems to be that although the Chinese threshold was raised by 400rmb, (to 2000rmb) on the 1st of March this year, the threshold for foreigners has remained on 4800rmb on this occasion and thus breaking the former Chinese threshold plus 3200rmb tradition...
Tina posts a good summary of the tax band calculations here as well.

These people all seem to agree on a current (up to July 2008) threshold of 4800rmb for foreigners too. But, no-one has posted any links.

Some links here may help...

This page on www.china.org.cn says that the threshold for foreigners changed to 5200rmb, but another article (that I can't find now) says that decision was later rescinded.

This link has a nifty little calculator but is it correct for those outside of Xiamen? |
Yeah, that link was on the page I posted. I can't vouch for the accuracy of it's calculations.
I think for foreigners it is applicable nationally.
Testing both the 2006 and March 2008 inputs it seems that the foreign threshold is still 4800rmb/month.

When they increased the general tax threshold by 400 RMB from 1600 to 2000 RMB effective March 1, they also decreased the "foreigner exclusion" from 3200 RMB to 2800 RMB effectively keeping foreigners tax-free threshold at 4800 RMB per month. So no change for foreigners; it's still 4800 RMB per month.

The English version of the website is not up-to-date, but in the Chinese version, expand the third section in the middle (法制新闻), then page back to February 22, 2008 (about 48 pages back). It's the last post that day. |

So i have also been researching this topic but have not found anything credible that supports an increase in the exemption.
Anyone else have a fact to produce? |

To date, I haven't found anything supporting the claim, either. |

Rather than start unfounded rumors, why didn't the OP simply ask his FAO if any directive had been issued?
I have asked 14 FAOs and they all intend to continue withholding tax based upon the old figure until such time as they receive a directive to the contrary, which they have not received as yet. |

I am looking at the contract, which they called "letter of Offer",they sent to me. The school is giving me a monthly gross of CYN 19,831 minus taxes, my monthly net salary is CYN 13,700. That means the Chinese Tax in Shenzhen is CYN 6,131!
I hope I help.. |
