I was sending second hand books (in English) to the American Center library in Tomsk (it's in TGU) Then the post office in the US stopped allowing surface mail and I could not afford to send a box of 2nd hand books airmail.
I have lately learned that there is a guy in the Embassy in Washington who will send them on. That means you would only have to send them book rate to Washington.
