I usually suggest looking starting in the Plaza Anibal Pinto and for something close to there. Cerro Concepcion, Cerro Alegre, or Cerro Carcel would all be pretty good areas, ideally between the plan and Avenida Alemania, or not too far above it at least (the main street that runs sideways halfway up throughout all the cerros... living below it means you usually have the option to walk places). Touristy parts of Cerro Alegre/Concepcion will be more expensive but not unreasonable for a foreigner.
This area is a major center for day and night life, music, young people, impromptu shows, etc... good places to check for open rooms are in internet cafes, corner stores and bars along Cerro Cumming which usually have bulletin boards, also walking around looking for signs in windows.
These areas are generally considered to be safe, and often housing costs are all included and its easier to find a room in a shared place that isn't purely a residential boarding house type.

If you need anything, other questions, opinions on something you found (or help finding it if you get desperate!) message or post back, I may be able to help (though i know of nothing specific thats available, i've been through the same process a couple times)
