It would depend on how you define 'great'. I stayed in the 'Apple house' in Higashi Koganei (just past Mitaka on the Chuo line, so technically just outside Tokyo city proper) when I first arrived in Japan as a visitor, and later as an eventual resident.
The good part was there was and is still a very active night life at the guest house itself. There are different guests and visitors. When I was staying there originally, there were about 20% Japanese and 80% foreigners. When I spoke with someone living there more recently, it was closer to 50-50.
I liked some of the poeple living there, but one problem emerged. If you were staying in a room toward the front of the building; it was noisy (with parties sometimes going to 2-3 in the morning). If you stayed in the back, it was okay. I had my own room with a large shared kitchen downstairs (for all residents) and shared bathroom and toilets on each floor. No key makes it attractive until you find a share or move into something better (more expensive unless you're outside Tokyo or luck out).
The same owners also have another building closer to the station, and it would pay to ask about that one. The one I was staying at is larger, but some 15 minutes from the station on foot.
I have heard some good things also about Sakura House which does have housing in Tokyo in different spots.
