What Latin American city:

*legally hires foreigners to teach university English

*has a market for foreign teachers of English

*is physically comfortable: most housing is decent; public spaces are not choked with pollution (I can handle some: I've lived in some major industrial cities), are physically mostly safe (of course every place has some crime); some parks and other green spaces; pleasant street life; active civic life

*is cosmopolitan: not too big a deal to see foreign movies or buy foreign books & periodicals (I know everything's online: I like to shop.)

*good public transportation, both within town & into/out of the city

Mexico City would fit the bill, though you might find it crowded. Pollution and crime and not nearly as bad as they say. It's the largest market for foreign teachers in Latin America - or maybe number two behind Sao Paolo. Very cosmopolitan yet very local at the same time. good public transportation and quite a bit of green space.

I think Bogota fits that bill, although you might not have expected that.

It can be a struggle getting a university job, but they're there. I found it so comfortable to live there that I was bored out of my brain after 3 years of being there, but now that I've left, I miss that comfort. Yes, its polluted and can be dangerous, but there are parks and green spaces everywhere, and if you take care you can generally avoid problems with safety. Bogota food is very bland, but there are tons of international restaurants.

I'd also say Mexico City too, but Guy beat me to that. Wink

Though often overshadowed by the Mega capital. I think it's important to remember that Mexico houses many VERY large cities. And Mexico is probably the leader in terms of university English teaching jobs for qualified foriegners. Of course there are jobs in Peru, Chile, Costa Rica, etc, but fewer than there are in Mexico. So don't limit your search to just Mexico City. (But please based on your post, don't apply for any of the university jobs in Oaxaca that you may see listed, the locals are not for you.)
