And this is what I just found out from an employer that I called.
She said that she would be happy to work with me, but that they would have to schedule my classes in such a way as for the State Bureau of Foreign Experts to not be able to find me on working days.
So, just for the record: The Guangdong State Bureau of Foreign Experts does not issue foreign experts' licenses to any black people, independent of what their passport might be.
I called the Beijing office to verify, and they seemed to not even know what was the number of the Guangdong office. |

So it means you would have to work illegally!
Some provinces will issue FEC's to black people - maybe you should look elsewhere. If the school / recruiter asks for a copy of your passport, be ready for a rejection.
I had the same problem when I was a DOS. I hired a coloured American, and managed to get the invitation letter etc. without the parent school seeing his passport - he was a great teacher.
Next time I tried, for a guy from Ghana who had a MA TESOL, and spoke some of the best English I've ever heard - not a cat in hell's chance. They asked for a copy of his passport - door well and truly closed!
It sucks, but that, unfortunately, is the way it is. |

This sounds so hard to believe, I've worked with two black Americans, one at a language school and one at a uni, both in Guangdong Province, and both had FECs.
It's not hard to find discrimination against blacks here. Just the other day I was called about a part-time job and the first question the Chinese woman asked me was, "Are you white or black?"
Many schools and recruiters discriminate, but a State Bureau of Foreign Experts?
Someone please say it isn't so! |

I prefer "black" to "African-American"; not too crazy about labels, anyway. "People"; yeah, that'll work. |

I would say this is totally untrue, I know several black people working in Guandong province at multiple schools and none of them had ever mentioned a problem getting a visa because of their colour.
If you are black and this has been told to you by a school, it would be my guess that they are favoring white teachers - though this doesn't mean that they are inherently racist. But I would be careful about taking up employment with them to protect yourself, as they may consider you an unnecessary teacher if another white one presents them self. |

She is the owner of the school and can tell you the same exact same thing that she told me. Her English name is Fiona.

To blame a whole province for what one DOS/FAO has told you is wrong.
SAFEA did not say the province would not give you a FEC, the school did.
Honestly, I wouldn't hire you either if I knew you were gonna post your boss' phone number on a public forum. That is a little unprofessional.

Probably due to being from Ghana, not due to being black per se. |

To the OP, I wonder if this all has to do with your problems with Changzhou International School and your dealings there with the State Bureau of Foreign Experts. In your previous posts, I see you were also concerned about a foreign experts blacklist. Though technicallly you may not be on a blacklist, it appears someone may have put out a word on you. |

From what the OP said, the employer deserves no sympathy, whatsoever. Indicating that the state bureau of foreign experts in Guangdong discriminates against blacks, is hardly professional behaviour!

although whites are generally favoured in the EFL industry in China, what you have been told is almost certainly untrue. Move on, and look for another school. I recommend Public schools in China, as they are generally less discriminating. There are plenty of opportunities out there for black teachers. |

1. Actually, I don't think it does. I've found out that if you just don't put the names of your employers on your CV, then most Chinese employers won't bother to ask about the gap. 2. When I went to the Labor Bureau, they ruled in my favor. And so, too, did the State Bureau of Foreign Experts. 3. The State Bureau of Foreign Experts (in Changzhou) is in a huge government compound surrounded by a moat. When I went there yesterday, if they didn't like me or didn't want to answer my questions, they just would not have allowed me to come in. (When you go into that building, you have to stop at the gate and give your ID to the guard. And then the guard calls the relevant office and asks them if you can come in or not. If they say "no," they don't have to say why, and the discussion is closed.) 3. I get the distinct impression that the State Bureaux of Foreign Experts can't "see" each other. When the attendant at the office let me look at my name on the computer, it actually turned out that they had far fewer jobs listed for me than what I had actually had. 4. Changzhou International School has the worst reputation in the city of Changzhou. PERIOD. If they had a pristine reputation, I would never have been able to prevail at the SAFEA. |
