In GZ, the main branch of the ICBC sells them. Try the main (or business) branch in your area.

Cheers!

In Shandong I have bought them at ICBC and Bank of china. Be sure that you buy and receive either Thomas Cook, American Express, or Mastercard checks .... there are others and I know folks that had problems getting them cashed

I've never seen traveller's cheques, Wink but I have seen American Express Traveler's Checks offered in Bank of China.

It basically helps if you have a currency account at a large bank in China. The Bank of China can do it but, in some cities, it requires ordering them at least two days in advance. They also seem more prepared to provide them if you already have the original currency in a savings account at the branch.

Good luck if you only have RMB which you want to draw as foreign currency travel cheques. You will need it!
