I spent 6 years living in the Philippines.
Most Filipinos speak some English, so they do not believe that they should pay a Western salary to someone teaching them English.
Filipino English teachers earn about US$5 or $6 per day.

IMHO, most Filipinos really could use help improving their English abilities.
I met many Filipino English teachers, and most of the time their English was terrible.

There are three filippinos teaching at the school I work at in Laos. One is near impossible for me to understand, and the other two I listen carefully too without a lot of problem.

A guy with a PhD in English from a uni in the Philippines applied for a job recently. I read his cover letter and resume. Rarely have I laughed so hard! The principal had corrected it in red ink and left it in the teacher's lounge. The three filippinos didn't have much to say. If those 4 are any example, I would suggest they can all use some ESL classes.

But the fact that your Laotian school has hired Filipinos to teach English speaks volumes for the future direction of ESL/EFL in Asia.
