According to information I can find, Telcel offers international roaming to subscribers who pay an international roaming fee. Also, the last time I checked, you couldn't get it if you only had Amigo, you had to have some sort of plan.
Well, things have changed!
I was in Canada last week, and about 9 days into my trip, I suddenly got this message on my phone:

I only have Amigo, and I didn't ask for international roaming, but now I had it. I could exchange text messages with my family at home in Mexico, and they could call me, but I couldn't call them. I suppose I could have found out how to call them, by contacting support to find out the dialing sequence (and rates!) but by then my trip was almost over and I didn't bother. For text messages in both directions, and for calling me from Mexico, the normal dialing sequence worked.

I used my Telcel Amigo cellphone last year in the USA. Very high rates. It's better to just use a payphone, phone card or get a prepaid cell phone in the US if you're going to be there for a while.
Try using TuYo. It's a decent prepaid cell phone service that's aimed at the Latino market in the US. You can make and receive calls to both land lines and cell phones in Mexico as well as TXT messages. It's an excellent service.
