Good day.
A co-worker here in Canada asked me a question about Mexico and I figured this place was the best resource to get an answer.
'Peter' was married in Playa del Carmen back in 1999. He was on vacation at a resort there, and the hotel arranged for what I assume was a judge or equivalent to come to the resort for the ceremony.
Peter recently had a house fire and lost all of his legal documents, including his marriage certificate.
He doesn't speak Spanish and has been trying to track down a replacement copy. The resort has changed ownership in the last ten years and no one he talks to there now is able or willing to help him out.
Does anyone have any helpful suggestions on whom he should contact, or how he should proceed?

I don't know firsthand, but I would guess that he needs to apply here (with the help of someone who knows Spanish) for a copy of the marriage certificate: http://segob.qroo.gob.mx/RegistroCivil/Matrimonio.php.
