Are there many schools in HK that will hire a native English teacher from abroad and conduct the interview over the phone/Skype?

Plenty! Most of them. You want names? - well just go through the ads here, TEFL.com, etc. I suppose some schools would prefer if teachers were already here, since it costs them less - but they don't always have that option, hence regular internet advertising
