Usually, doesn't the new employer cover these costs or reimburse when if one pays for it on their own?

I didn't find that stipulation on my current contract, although they paid for everything, and for some reason I am assuming that this is generally the case. Can anyone help my brain defect?

It's not relevant what other people have experiences in regard to your question. Ask the potential employer whether they will pay them or not.

In general the employer pays these things, but not always.

Just ask them.
