Where's is the best place to open a bank account for gaijins?? It can't be the post office either. |

For support in English, I'd say that Shinsei Bank is the best option in Tokyo. |

On their website it says they don't always provide an english speaking service. Do you know any particular branch which does?? |

Their Contact Us page states:

I have an account with Shinsei and I have never actually been into a branch. I requested an application form online, posted back the application, received my ATM card and account information in the mail, and I only use their online banking and ATMs. I have on occasion had to call their call center- there are of course English-speaking staff there. At major branches like Shinjuku there should be English-speaking staff, however you may also find you have no reason to ever actually visit a branch. |

Citibank has English-speaking people. They don't have many branches, but if you're in Shinjuku a lot it's an option. I went with UFJ, only because it's where my company set up direct deposit for my pay. Plenty of branches and ATMs were the only benefits I saw for the basic banking I did with my Japanese account. |

Shinsei Bank was awesome. Multiple branches. 24-hour ATMs. No fees. English website.
I remember opening the account at the Ikebukuro branch, and with limited Japanese, and the staffs limited English, it was still very easy.
Give them a shot. |
