Upon completing one's degree, there's often a long lag time between finishing the degree and having the diploma.

I want to go to Taiwan ASAP and get a visa ASAP. I don't want to wait around for my diploma.

My school says it can issue an official "Letter of Qualification" with the school's letterhead, stating that I am guaranteed to graduate on 7/17.

Is an official "Letter of Qualification" from the school sufficient to get a work permit/ARC/residence permit, or do I need to wait 1.5 months for the diploma?

The Hess website states that they'll accept a graduation verification letter for hiring purposes; however, they add

If you are hired to teach with us, you must bring the hard copy of your degree with you to Taiwan, as it is a requirement to obtain your legal documents.

Since Hess openly advertises and hires foreigners to teach kindergarten--which is technically illegal--it seems they must be pretty savvy about getting around government requirements. So, if they state that the hard copy is required to get your work permit, I imagine that it's a regulation that can't be skirted.

I know you're anxious to come here. Perhaps another user has some information that's more encouraging.
