Unsure of what consulate to contact

Ok, I have my plane ticket and my visa application is filled out, but I am unsure of what Brazilian consulate to contact. I currently live in Texas, but my driver's license is West Virginia (WV). Also WV is where I paid my taxes to and registered to vote at. However, my current address is in Texas and my bank statement list a Texas address. I will be returning to WV in a few weeks and will stay there before heading to Brazil.

The problem is I don't know consulate to contact. Residence of Texas need to contact the Houston consulate, and residence of WV apply at the DC consulate. I emailed the DC consulate about 10 days ago and the Texas Consulate 2 days ago, and am still waiting for a reply from either one of them. My fear is sending my visa application to the wrong consulate and having it rejected. Also due to inconsistency in my information both might reject it.

Any input?
