Is it true that KSA does not issue tourist visas unless one is part of an organized group?
What about if a non-family member wants to visit a foreigner working there?
The website I looked at seemed to indicate that neither of those is possible. |

An individual "tourist" visa is available only to a certified devout pilgrim for the purpose of performing the hajj in Mecca. |

Yes.

Expat workers can request a visit visa for their first degree relatives only. Even then, the request has to go through your sponsor and you will need their cooperation. Unless you have very good wasta (and maybe not even then) you will not be able to get a visa for a non relative. |
