In my case a few months ago, it was an Apple reseller Filipino salesclerk brandishing a screwdriver and a pirated copy of Disk Warrior. Customers in the shop advised me that the nearest official service center is in Abu Dhabi.
Since then, I've discovered these addresses but have not yet contacted either. They could be only distributors.
