Looking at teaching in Taiwan - certifications needed? pay?

Hello! I'm a recent college grad from the US looking at moving to Taiwan to teach English - my questions are:

1. Do I need/is it a good idea to get a TEFL or CELTA degree? (I have a BA and also have about six months experience teaching English to immigrants here)

2. Is it a good idea to make sure to have a job booked before I get there? If so, what are some places that are reccommended for newbies?

3. What can I expect to make a month? Spend a month?

4. How hard is it to learn Chinese? Shocked (If I lived there for a year and worked at it, would I be able to have conversations?)

Any advice would be helpful.
I really appreciate it!

Most people who come to Taiwan have no qualifications to teach English. All you need is BA and a passport from an English speaking country. The people that do have a TEFL or CELTA don't get paid any more for it than an unqualified person. They might help with getting jobs at nicer schools, but, again, not many people look for it.

It's pretty much a necessity to have a job already booked before you come over, unless you want to keep doing visa runs every 3 months. There are a few schools that people say have been good, like Jumpstart/Headstart, Happy Marion, and Giraffe. Not many schools pay well in Taiwan, but you should definitely look for a good employer rather than a high salary when you find your main job. You'll always be able to supplement your salary with private students.

You can expect to make between $60-75,000 NT a month at a reasonable school. Spending is entirely based on you. Rent can go anywhere from $4,000 NT/month for a shack in a crap area in the boonies nowhere near town or your school to $40,000 NT for a fully furnished modern 3 bedroom in the heart of the city. Food is expensive if you buy it at the supermarkets, eating out in Taiwan is cheaper than cooking for yourself.

Not hard. There are loads of Chinese schools and universities in Taiwan to learn Chinese at. I didn't have nearly the time I wanted to study Chinese because of a crappy job schedule, but I did end up making the time to go to Tam Kang University's Chinese program for a few months and left with quite a grasp and was able to hold pretty advanced conversations. That program was 10 hours a week. If you were to do that for a year, you'd probably be really good at it by the time you left.
