It is a scam:
Beware, they string you for a long time but there comes a point when they're doing your Visa and/or your airfare then they want a Western Union Money order. Report the email to the UK Border Agency and to Interpol, they're stealing ID's the teacher gives them (Passport) to use in their scams with future victims and scamming people out of money.

The promise:
Is a salary of 3000 Great Britain Pounds per Month, a relocation package of 1500GBP and health insurance fee of 250GBP, a vacation fee of 500GBP. They also pay for Airfare and Visa fee�s.
