Looking around it seems there is no such course, so what is the best way to prep to teach such classes, to get qualified to tutor them?

To become a certified IELTS examiner you need to apply directly to your nearest IELTS test centre. Either the BC or IDP Australia run training sessions for this, but only a few times a year depending on location. Sometimes the training has to be paid for by the trainees, as in Australia, but most often it is free. However, no more than a CELTA course, there is a selection process and an interview. Candidates need to have a degree, a couple of years' post-cert teaching experience and I think there is also an age-limit - over 25, I think.

As for TOEIC, all marking is automated, but you can train up to be an invigilator. Contact the national TOEIC rep in your location. TOEFL is automated too apart from writing, and now speaking, but these are all marked by HQ in New York (I think).

Sorry. Read your post too fast!

To teach prep classes for these, you don't need any special training. Just familiarise yourself with the tests and course books, and you'll be as good as anyone else starting off in this area.
