I am interested in going over to Thailand sometime near August, but I don't know how early they start posting those jobs. Does anyone have an insight into when those start to appear?

Or could just supply a quick and easy answer right now.

For government school jobs, August is mid-semester. New semesters start in May and again in October/November. March/April/May/October are usually better months to look for these types of jobs.

Languiage schools hire based on student enrollment and when teachers leave. Could be anytime, but usually more in vacation months like October/March/April.

August is rainy season, so expect lots o rain, but also slightly cheaper prices in some areas. Not prime job searching tim, but there are always jobs somewhere in Thailand, just depends on where you are willing to go for said jobs. Best jobs here tend to go through word of mouth or if advertised are usually snapped up right quick.
