Is it possible to renew an ARC on a landing visa? If the ARC expiration date comes sooner than the necessary time to process a new one, one can 1) apply for a one-month extension, which may be difficult; 2) fly to another country on a visa run, which costs a lot of money and is inconvenient; or 3) sail out to international waters and back for a stamped landing visa (or at least I thought), which would seem like the most convenient choice, if possible. A friend recently told me, however, that an ARC can't be renewed on a landing visa. Can anyone confirm or deny this with certainty?

Assuming that you are referring to a work based ARC then I would guess not.

You can't get a resident visa without a valid work permit through a school.

Without a resident visa in your passport you won't be able to get an ARC.

The ARC is merely an ID card that is offered to foreigners who are resident in Taiwan. You can visit Taiwan on a landing visa but you are not considered a resident of Taiwan just because you are actually present in the country.

You need to talk with your employer. They need to apply for a new work permit so that you can get a new resident visa and then extend your ARC based upon that resident visa.

What is your current situation employment and visa wise?

Okay, let me see if I'm reading you right. I can get a landing visa (which is a trip to international waters and back in one day) so that my company (not a school) can process a work permit in an appropriate time. This is the part I'm not certain: could I be issued a resident visa on the strength of a landing visa and work permit so that I can subsequently get an ARC? Or will it be necessary to go and get stamped in another country in order to obtain that resident visa and subsequent ARC?

The expiration on my old ARC is a fast-approaching August 31, which is not enough time to process a new work permit. Perhaps the term landing visa is a bit misleading. Let�s refer to it by it�s correct term �Visa Free Entry�. This only gives you the right to be in the country for a short period of time and as it is not a visa per se (no application is required) it cannot be extended nor converted into another type of visa.

Yes that is correct.

The visa free entry serves you no purpose here. So even if you remain in the country while your new employer prepares your work permit you will still need to leave the country to actually get a visa � whether that is a visitors visa or probably more likely a resident visa.

The ARC is tied to the work permit/resident visa. So when you leave your current employer you will lose your ARC. You can make advance arrangements to add your new employer to that existing ARC so that you don�t lose it but as you suggest your time is fast running out.

Where are you in the process? Has your new employer applied for or obtained your new work permit yet? What about your current resident visa � when does that expire?

It seems to me that if you can get your work permit into the visa office before your current resident visa expires then you will be okay. You can remain in country while they are processing your visa and then get your current ARC updated.

If you are not going to make that deadline then you best leave the country and come back in on a 60 day visitors visa and start the whole process over again.

This really helps; I've heard the term thrown around, but didn't know it was the same.

This sounds like it could be promising but complex. Does this need the collaboration of both old and new employers?

On hope. I'm just trying to field my options early in case two promising opportunities for which I'm qualified and well-suited play out. A government job is one of them: although they responded to my application last month, I can only take their competitive test no sooner than August 27, which is getting really late in the game. Well, this may be the deciding factor for me � or perhaps the straw that breaks the camel's back. Previously, I was in the middle of plans to move to Japan (in case I hadn't found employment). I don't mind working in Taiwan if there's a way. But at the moment � with my things half packed � I'm thinking if I have to fly over to Japan anyways to get my new job in Taiwan, I just as well carry through with my previous plans to move there. At any rate, should I land that job, I'll try to fill out an application for ARC renewal (or your suggestion of altering or supplementing my old ARC) to prevent this.
Clark, you explain things very well here. Do you mind if I quote your comments (with or without name) on Forumosa, where I posted the same question? It could no doubt help other people who do a search on this. Thanks for the help � and any further help anyone could provide.
