No, no kind of visa is necessary for travel from one region of Japan to another on any kind of transport. Tokyo prefecture doesn't require re-entry permits for travel to Kansai! 
Have your ARC with you in case you are asked for ID- I wasn't when I flew to Okinawa from Haneda last year, but my husband checked us in, so I'm not sure if it would have been different if I was travelling alone. |
