I have a bunch of reports to write. Normally this isn't a problem - I detail what we've done, what they've done well, give suggestions for improvement and an overall grade.

This time I have to (approximate translations coming up):

evaluate them according to the European cadre (okay, I can do that)

list the areas of English proficiency and level (areas of proficiency? do they mean give levels reading/writing/speaking/listening? or 'areas' studied e.g. business English? or more detailed 'X can accurately use the following tenses xyz')

give details on what the student can do in English (that's a bit of a catch all to my mind, no? what am I supposed to list here?)

I asked my line manager and I'm not allowed to say anything negative, can't give a class average or expected level of attaintment, can't comment on their progress and can't make recommendations for future study. I can't mention areas of course content the student didn't cover/isn't competent in either so a generic course outline can't feature anywhere. Is this normal?

Can anyone give me any pointers on what to write?!

Make a 5-step rubric on the 4 skills.
Design it as if you were going to interview anyone from basic beginner to high advanced learner.

Use those details for your report.

Pretty meaningless and pointless without a clear description of student weaknesses, but if that's what they want...

I'm not sure if this is redundant information for you, but the CEF has a list of "can do" statements for each level. Use them both to evaluate the students and say what they "can do".
