Basically you have to be in a Spanish city in order to be taken seriously for work: it's not like many other countries where you can secure a job in advance.
Theoretically the two main recruiting times are September and January. Things are kicking off later and later though, so many new classes are starting late September to mid-October as company training managers establish their training needs and budgets after the long summer break. In January, nothing starts until after "Reyes" (Epihany) on the 6th, so most new classes won't get started until late into the month.
Over summer it's a real wash out in terms of work, but August can be a useful time to find a flat, take a Spanish (or Catalan) course, and generally get to know the place, but do bear in mind that even major cities half close down over summer and a lot of potential landlords will also be away.

It also seems like they put the rent prices up during summer in most places. Is this standard practice?
It's like a double edged sword; one becomes unemployed at the same time one has to pay more to live  |

I'm not sure they put up rent prices in the summer, although a lot of people in Barcelona rent out flats by the day/week/month to tourists at madly inlflated prices.
What I have found though is that because a lot of landlords are away on holiday in August, those landlords who want to rent out an overpriced flat/room or something substandard to take the opportunity to try and palm them off onto an unsuspecting new arrival. I've found that the best times to look are July and September.
Rents are definitely going down somewhat in Madrid and Barcelona, but down from quite silly levels before. Also landlords are starting to be a little more flexible about their previously high demands for deposits and/or bank guarantees from prospective tennants: a nicely dressed scrubbed up look can now tip the balance.
