Can anyone clear this up for me?
Do any institutes in Mongolia hire from outside of the country?
There seems to be some discrepancy in these forums about whether one should show up and then look for a job or search before arriving. I have lived abroad and taught for many years, and would prefer to have something solidified (or at least somewhat) before arriving. Any input?
Also, what can people tell me about Talk Talk English?
Is it a reliable, good place to work?
Any help with either of these questions is greatly appreciated.

I work at Talk Talk English. If you want to come to Mongolia I'd recommend just coming to Ulaanbaatar and interview at a bunch of different schools. See which school seems to fit your schedule and personality the best.
If you're interested in hearing more about Talk Talk English you can read the blog i've started writing for the school. Most of the content is in Mongolia but on Tuesdays and Fridays I'll be putting more content up in English. Hopefully it can help out some of the people who have a lot of questions about what its like to be an English teacher in Mongolia.
