So for China should a contract be for a full 12 months or is it acceptable for it to be less than 12 months? When I get my z visa will it be for only the 10 months? or longer? Can I convert the z visa to another visa if I want to travel after the 10 months? I suppose the school could also possibly write a new contract after I arrive or during the school year?

A 12-month contract would be much better for a teacher, if for no other reason than to extend the effective period of the Residence Permit. If a contract ends, for example, at the end of June, then a teacher has to scramble around for either another job or another visa in the case of staying in China for travel or whatever. Obtaining a tourist visa tacked onto the end of a Residence Permit is easy, but you will probably have to pay ($130 for Americans, I believe). By the way, technically the Z visa only lasts for thirty days. It's the Residence Permit that authorizes a person's stay. People use the terms interchangeably, but it's confusing to do so.

Question - I the school decides to extend my contract - will I have to pay another 130 dollars each new contract? That seems expensive! I was actually surprised it wasn't a 12 month contract.

If a school asks for you to remain another year, then you should not have to pay anything, unless the contract stipulates the teacher is responsible for such costs.

Yeah, and if the contract stipulates same, tell them to take it out. I've never heard of such a thing.

I was referring to paying an additional amount each year to renew a visa - not to pay for a contract - in the USA it is about 130 dollars to get the Z visa - though the price may have increased. The z visa is good for one year? so each year teachers need a new one? and do teachers have to pay again each year for the visa? My contract is for 10 months - will the visa be for 10 months or 12 - will I have to pay to get a new visa each year? That is my question.

You wont need a new visa, you would need to renew your residence permit. The school should handle this for you, if not you should find a better school.

Eg: Contract September 1 to June 30 is 10 months. If you re-sign your contract it should start from 1 July and include some sort of payment for the 2 months holiday. The school should pay for all related visa/residence permit costs. The PSB should be able to give you a residence permit for 12 months, just ask and hope they do. If not, and it expires say June 30 and you intend to stay on at the school the school should sort out new contract and residency etc some time in June. If you decide not to stay on at the school then it's easy to apply at the PSB for a tourist visa just before your residency expires. You will pay for that. It will usually only be for 30 days. You can apply for another one, only one, if you want to stay for another 30 days. You might need to show you have sufficent funds for your stay on the toursist visa.
