Hello,
I would like to teach English in Madrid, and I am planning to move there in January-February 2011. What is the situation like in the ELT job market during those months in Spain?

January is good, February is a bit late. Many companies have a training budget that works over calendar years, so new courses will be starting in those months.
Don't forget there is Easter (Semana Santa) which is a big deal here, so there's little work then, so that's a week, or even two knocked off (end March, start April)
Basically, arriving in January, you'd build up academy classes over that month, then you've got February clear, then most of March, most of April, all of May and June full months, then most classes slow off dramatically in July and almost disappear in August, reappearing mid to late September. Almost no schools in Madrid pay their teachers over summer.
There are summer camps to be had over July and August, but these tend to be outside Madrid, so be careful about signing up for a flat/room for a full year as you will have to sublet those months (tricky, slightly risky).
Conclusion: there is definitely work here in January and February: January is the second biggest recruitment point apart from September. The only drawback of arriving in the New Year is the lack of time remaining before everyone zooms off on holiday.

Do you happen to know a website where I can find flats for short term rent in Madrid? Or is it not common to let accommodation for a few months?

It's best to stay in a hostel when you arrive and then look for a flat "on the ground". The best websites are Loquo, Idealista, and Segundamano. Getting something in advance is rather random, and can even be quite risky: much better and safer to look when you're here.
