Well, schools are in different country and as I heard the second school can change their mind at any time, there is no guaranty.
I post it here because most of you come in here daily.

He has given me clarification by PM and I have answered as best we can... employers are very unpredictable and he will just have to flip a coin and decide if he wants to take a risk on the second offer (which is much better).

Yes, but his worry is that he has heard that some employers back out... often quite late in the process - which the second one has done occasionally in the past. The first offer is definite and he could be there very shortly and employed.
So... bird in hand?? His problem is timing... tough call.
