Ever had much problem with office politics with petty things in your school? I mean Office Space style stuff, with people getting protective about staplers and anal procedures about getting stationary.

Here we've got to submit a form to HR to ask for all stationary, even necessary ones such as dice (for games in class) and a hole puncher. They are not provided at first as a given since we need them to work, we have to ask them to provide them to us. Then it takes weeks, sometimes months to ever get them, provided we constantly badger them about it.

We did get one hole puncher from HR, but apparently she wants it back. We then need to submit a form asking for a specific one for the Education Office, since we need it for new class material we make.

Does this ring a bell to anyone, or is it just a special feature of my school?

I'd just buy my own. And not let anyone else use it until they filled in form xxx in triplicate.
