So I'm starting to see the winter English camps trickle in, and though I'd like to submit to a couple, they both charge processing fees. I can understand there are fees associated with bringing in a foreigner, but why don't the organizations just pay for all the fees themselves?

Are there winter camps out there that won't charge fees?

I would NEVER pay a fee (beyond my own visa cost) for the privilege of working for someone else.

In addition to that there are lots of camps who will pay for their staff (full salaries) OR will pay airfare and travel costs AND a small stipend for your time.

Why would you pay anyone for working at their camp. It's not like you are going as a camper to enjoy the facilities. You work and have responsibilities. You get paid for it, not pay for it.

A question I have about winter camps: Is there traditionally that many, and when do vacancies appear? i've been keeping an eye out since i dont start work until march, but so far havent seen any.
