I saw a job ad in Jilin province asking for a criminal background check. Is this mandatory in that area? I hadn't prepared anything like that.

I worked there last year, no background check. Of course, I also knew several people from the Philippines who taught there who didn't have college degrees and weren't native speakers of English, yet still had residence permits. I'm not sure Jilin is the most stringent of provinces when it comes to things like this.

English and Pilipino are the two official languages of the R.P. Unless these teachers had zero education, they are likely to be native speakers of English and Pilipino. Us Americans brought them English pedagogy after we booted the Spaniards out. This early exposure to U.S. pedagogical methods is one of the reasons Filipino teachers are recruited worldwide. Perhaps Jilin has higher standards than you think.
