1. There is a blacklist at the State Bureau of Foreign Experts.
2. It is updated quarterly.
3. When I visited the State Bureau of Foreign Experts in Changzhou, they told me that the list had not been updated in the last quarter.
4. If a school hires you, they have access to that database. The department will not contact your former employers, but your employer may contact another employer.
5. The blacklist that I saw had about 30 foreigners on it. I was not able to figure out whether that was provincial or nationwide. But imagine that there are 1,000 foreigners working in Jiangsu and that 24 of them were blacklisted. Not the highest odds.
6. The foreign blacklist does not only include teachers. It also includes other foreign experts.
