The probable explanation is that in KSA, many universities use contractors to hire prep-year-programme teachers, i.e. English language, maths, IT etc

However, professors are normally not employed in PYPs but in academic departments, and are thus engaged on direct-hire contracts.

I notice they are looking for a PhD holder; English instructors are hardly ever required to have a PhD as frankly, it is not really a relevant qualification. EFL is a skill-training discipline, as are other PYP courses, and not an academic discipline as such.

To get an English teaching position on a PYP, the normal requirement is a BA and either 1. MA with minimum 2 years' relevant experience, or 2. BA with at least 4 years' relevant experience. TEFL certification is often but not always required.

The Bell/KSU project seems to be more focused on a CELTA than on any academic qualifications or experience, but one should read the comments on other threads related to that project, which to say the least is a rather controversial one.
