I'd appreciate your input especially if you have recently worked in Qingdao. Is a 7,000 - 9,000 RMB salary decent for a job in Qingdao that comes with a free apartment except for some of the utilities? Thanks.

Bar Shanghai and without going mad over western stuff anyone can live reasonably well anywhere in China on RMB7k-9k with a (decent) apartment thrown in. Whether the other terms and conditions are acceptable is another matter and down to you to decide

16 hours per week - university students.

Health insurance, relocation allowance, airfare reimbursed.

That's sounds decent, IMHO. Qingdao is a nice town, especially if you like beer.

Before you take this gig, ask for some contact info of current foreign teachers to get lowdown. There may be some BS extras like speech competitions and English corners that may or may not be unpaid.

That's extra good from my exp of QD - at least in public education sector.
Scuttle is employers try to hold down salaries there because it is seen as one of the better locations.
