I plan on using Skype's service that offers a local phone number in America that connects that person to me in China and I can call America. Will this be a problem? I heard a rumor that the land line to computer or computer to land line is banned. Confused

I think it depends more on the service you get with the internet company. I was able to make calls from my computer to home phones in America for a few months, but then I couldn't. I think this was due to me telling my school I didn't want to make phone calls. I thought this was just for regular phone calls in China.

I have moved to a new apartment with a new school, and now I can make phone calls like before. This school is paying for internet service Laughing

As for Shanghai, I was there last year and was able to use Skype.

Officially, Skype as a whole has been banned in China. That doesn't mean all locales have applied the necessary measures to make that so - as well as proxies and VPN's often workable.

Skype can be downloaded to some mobile phones. Try doing that. It might give you better results.

I am going to be in Wuxi. I am talking about using Skype for land line calls in which I can call a landline from my computer and the opposite for the other party.

Bogus info... skype is alive and not illegal and the
local number/land line/computer works well

I second that. They WANT to ban it because they feel that they can not make money off of it and it competes with state owned phone companies but, have not done so as far as the timing of this post.
