In your experience, when is the best time to ask your school for these? Knowing your going to leave the school, should you do it before the end of the contract or after?

Don't ask for the letter. Bring in a downloaded, nearly completed reference form. Politely inform them that the document must be completed by the school and red stamped. Ask that it be done immediately and then plan to wait.

The letter is vital in some places. The school administrators sometimes have no idea about the letter. They may be loathe to sign anything because they are afraid.

Make it clear that it is not optional, it must be done. Get started immediately. Delay, obfuscation, and deceit are often practiced in these situations. A lack of this letter can thwart the entire RP process.

Be polite but firm.

Forgive my ignorance but is this reference letter the same as a release letter?

yes,no,maybe. the terms are often used interchangeably.

the release letter is the downloadable form (in chinese) that you
will need later. i agree you should prepare it for them. if ready to
sign, they have no reason not to. but don't say you need it now and
prepare to wait.

there are two signatures/stamps required. one from the school and
one from the department. don't expect it RIGHT NOW. it must
travel between two other offices, to important people who may be
busy (sleeping, KTV, etc.). just let them know it's very important
and you will be back in a few days/end of the week to pick it up.

do it before the end of the contract. if you wait until the contract
ends, after the semester is over, some school personnel may have
already left.

some schools will provide a recommendation letter in chinglish.
you may be asked to write your own letter.
