This info applies to people who has a work permit and temporary residency. The idea that foreigners can only buy NEW bikes is false. I have just registered my USED motorbike. Yes, you can buy and register it in your own name. Here's what you have to do.
Any purchase must have a form that the buyer fills out when selling to you. This form must be verified by the local police dept. legitimizing the transaction. Take this form with all the bike's info i.e. title, shipping papers (if imported), passport, work permit, temp. residency, AND a paper from your company stating that you work there, and bring it to 115 Tran Quang Khai St. D1., to pay the tax on this vehicle, regardless of the district that you're in. Make a copy of: PP, WP, title, Sales form, and the form that they give you at 115 TQK. It's important that you slip a 50k between the papers to get it processed. After paying, they will return your official documents (pp, wp etc. and keep the copies) and the receipt and 2 papers. DO NOT LOOSE THE RECEIPT! You need this receipt to fill the next form. Find out where the motor vehicle department is for your district. For Binh Thanh, it's 282 No Trang Long. Next, take the 2papers, receipt, and the same official documents to the motor vehicle dept. and get a form to register from their office. This is the process to change the name of the previous owner into your own and to get a new plate. You can do this yourself but I recommend you bring a Vietnamese speaker and use the services (co). They usually stand in the front or around the parking area and will ask you if you need assistance. They do have the inside track and know the people inside. It costs me a total of 650k vnd but it's worth every dong since it saved me a lot of time for work. A regular bike is probably around 200k to 300K but mine is a luxury bike with big CC so it's higher. Doing it yourself might take hours of waiting not to mention filling out the paperwork correctly.
Lastly, when done you will get a receipt to come back for the new title in your own name. From what I've been told, it's never on time. You should give it at least 10 days extra from the date that they say you can pick it up(1wk).
