roger, these cost of living surveys that list the world's most expensive cities are more geared to expats working for MNCs. Mercer Consulting is usually the source for these lists (EIU probably modeled their survey on one of the Mercer surveys). These surveys usually include but are not limited to accommodation, transport, cars, cost for sending kids to expat oriented schools, food, cost of doing business etc. When you see the criteria (which are often never published with the survey) it's clear they bear little relation to life for ordinary people (and that includes FTs) living in those cities.
I spent time in Moscow when it was touted by these surveys as the most expensive place in the world. I still managed to live cheaply and well while I was there in spite of the label of "most expensive city in the universe." |

Yeah, no kidding. My modest little studio apartment is right in the middle of town, three minutes walk from Jing'an Temple metro station, new appliances, security, good view. Nothing five-star of course, but jeez, try to find something similar in Manhattan for $425. |

Interesting. Hangzhou is supposed to have the most expensive rent though. |

Speak of the devil:
Yet Another Mercer List
Of note:

Luanda, Angola is the worlds most expensive city due to its record high accommodation prices, followed by Tokyo, NDjamena, Chad, Moscow and Geneva. The least expensive city in the world to live in, for the second year running, is Karachi, Pakistan. |
The only Chinese city mentioned in this article is Vancouver. |
