At what stage of the recruitment process and who exactly is going to ask for this no objection certificate? Is this thing for real?

Some employers ask for it - often at the very end of the recruitmnet preocess. It is best to ask at the beginning,"I worked with AlifBaTa Company, DO I NEED A NOC ?."

PS If you do not know Alif, Ba, Ta, then it is time you set off on the long road to conquering your illiteracy !
