I notice it specifies "private sector" - if you are teaching from K-12 you may still need the cert (government sector MoE). If you teach at the tertiary level under the MoHE, an NOC was never technically required (at least for the past 10 years). All of this was dependent on your completing your previous contract correctly.

However, it is good news for the private sector.
