Does anyone know who offers complimentary CELTA courses to new teachers agreeing to work for a school? Or must potential teachers always obtain the certification out of their own pocket?

Bilkent University in Turkey is the only school I know of that offers a CELTA course to new hires. I have had no personal experience with Bilkent other than an exchange of e-mail, but several people have written about their experience on this thread:

I don't know of any free cert courses in either North America or in Europe (where my personal experience is).

On a slightly different note, though - if you've only a little money saved, it's not really safe to try a move abroad in any case. A little bad luck can go a long way when you are far from family and friends. Please do be sure you've got a safe financial cushion before considering a move abroad, to any part of the world.

There have been a fair few places that have offered a cheap or free TEFL (not specifically CELTA) courses in exchange for your work as a teacher.

In virtually every case, almost without exception, it has turned out badly for the "teacher". Typical scenarios usually involve not being paid for your teaching, not getting your certificate, or some combination of the two.

Best bet, if you have a degree is get a job then get your CELTA when you can. (Asia is probably the easiest place to find decent paying work).

If you don't have your degree then beg or borrow the money for your course, get a job (won't be much above subsistence wages in most places) and repay the loan.
