What could be the possible reasons that a Z visa application is rejected by the labor bureau in China? |

Well I think one may be that the qualifications weren't what they were looking for, like denied because the person didn't have a bachelor's degree or a TEFL certificate, or two years of experience ...? |

The person has all the requirements: a bachelor's degree, a tefl certificate, and 3 years experience teaching and 5 years post graduate work.
What could be another reason the application was denied by the labor bureau in China? |

Was some sort of official rejection letter received, or is it just an excuse told by someone at a school ?
Quite possibly someone is just trying to cover the fact that they decided to hire someone else. |

Could be that the person has worked in China before. OP could have given more info.
Another reason may be the school's license/permit to hire foreigners. Schools/centers have to have it and i believe they also have to renew it regularily. |

No, the person has never worked in China before. The person handling the visa applications for the company stated that a few applications were rejected, and that they will try again to resubmit them, and that usually they are successful the second time around. |

Maybe they asked themselves if a person really has the above qualifications and work experience why would they come here and work for peanuts, they most have some sort of mental disorder.
Mental disorder is one reason they can reject your application. |

Tell your friend to keep applying to schools.
It would be foolish to delay getting a job because of believing a possible lie. |

Be careful that this school has the legal rights to be able to issue a 'Z' visa. It is possible that this is a tactic to eventually persuade the applicant that some technicality is preventing the issuing of the 'Z' visa and to come on another type of visa until it is resolved (especially prevalent amongst private schools). |

Was the applicant outside of China? If so, did he get the invitation letter? I'm curious as to which stage of the procedure the application was booted. |

Absolutely! The OP has omitted quite a bit of information and i have already pointed out that.
It seems the company in case has failed to arrange a few working permits, or Z visas, for their foreign teaching applicants; however, on the second try the employer has succeeded.

The above quote suggests that the employer is a private language school which may temporarily not have a permit to hire foreigners, or which may use connections to get the impermanent privilege. |

Did the school suggest that your friend enter China on other documentation ie a tourist visa with the message that 'we'll sort out the Z visa once you're here'.
That would indicate to me that they do not have the right to hire FTs. |

Yes the applicant is applying from outside China in their home country. They did not get the invitation letter yet. I stated that the hold up was in China with the labor bureau. Also it's a well known big company.
No problem. Just wondering if others had any experiences with that. |
