I've seen a number of EFL-related job openings @ PSU appear in the past week or two. Why are they hiring now all of a sudden? Who is jumping at their offered positions?

Maybe they are just bowing to the inevitable? I think their original assumption was that students would arrive with sufficient English skills to not need support. But, as usual, they were probable wrong.
We had a teacher on another thread who was just interviewed.

From what I understand they are not looking for instructors to teach a class, but to create workshops and provide tutoring as needed. |

Sounds like it could be a bit of a nightmare...
Any idea on pay and benefits.
They had the absolute perfect person hired, but they refused to give family status or housing to EFL teachers.

A nightmare? Wouldn't it depend on whether the teacher involved was a Type A or Type B personality? All it means, I think, is that the teacher would be constantly organizing things and checking to see that things are working in order.
Also, the refusal of issuing family status sounds scary. Are they looking for a single person?

It is not that they are specifically looking for a single person, it is just that in the past their teachers taught on the dreaded "business visa" and lived in a hotel. You can only bring in family if you have an iqama... and they weren't giving them.
It is definitely something that one should ask about if interviewed. Hopefully it has changed.
