A friend is in a pickle (possibly a commonly-experienced pickle?).

He has been mailed a contract to sign from a government university (as an English Instructor). The univ wants him to sign and return it ASAP. But he's waiting to hear from other government univ that have better benefits & conditions. Say he signs & returns the contract NOW. What happens if another univ makes him a better offer later on AND he tells the 1st univ to cancel the contract? Which scenario is more likely or common....?

Scenario # 1: the 1st univ makes trouble (i.e., block or blacklist the person from getting a work visa for reneging on a signed contract, or something else) and prevent him from getting a work visa for the second univ

Scenario # 2: there's nothing the 1st univ can do. their threats amount to nothing. this commonly happens and they expect it.

Anyone heard of this kind of thing happening in KSA? How do things work there?

Don't sign two contracts in the same country. Stall them... Of course, they want to have it back ASAP, but that doesn't mean that you have to do it.
