Does anyone know what the minimum requirements are for a basic credit card from a place like Walmart? I'm trying to figure out how to best go about getting on the EcoBici system and getting a data plan, both of which require Mexican credit cards if you want to avoid large deposits.

ID, proof of address, (Mexican) credit bureau search (not absolutely necessary, as you may not have one - depends on bank), proof of regular income and FM2 (not 3).

Having said that, I got credit for a new car 8 years ago with: expired passport, no credit record and an FM3. But I got it through a student who was Executive Director of Credit in HSBC. The usual "having connections" route in Mexico!
