Apparently, the British Council in Saudi Arabia provides CELTA training (http://www.britishcouncil.org/me-saudiarabia-celta-courses.htm). Have you contacted them to ask if they ever offer part time evening courses?

I sent them email asking if I could take it when I was in KSA. I never heard back. Good luck.

I contacted them when I was at the University of Ha'il and they said they needed more men to take it because they mainly offered it for women. I sent them another 4 names of teachers there interested and never heard from them again.
