I am finishing at a second school in China. I was told by my second school they only have my work permit when my third school asked to see my FEC. I told them that the second school never got it, and the third school said, "ok, then we need a letter from the school saying you finished working there."

Is this true? There are no legal problems because I don't have a FEC now? What is the purpose of it then if I only needed the work permit? I already have a residence permit in my passport. It's good for a couple more months.

It's normal. The school wants to see a release letter from your previous employer. Nothing shady.

I thought an FEC was required to get a resident permit. I think your second school has it. If the new place doesn't need it, though, you're okay. What Opiate said.
