I've seen some posts that claim the certification is required, but I've never been asked for it.

In this sense, "good" should mean that you like it, it likes you and your material needs are adequately covered.
Legal should mean with proper paperwork in place, especially a Z visa.
Given that "certification"can be gained with a few hundred $ giving you a parchment torn of a roll, I don't think even Chinese authorities are impressed with these any more. A CELTA or DELTA or, even rarer, a proper post grad qualification from a real university would probably do the trick. Not often required though, and if you had the latter, what the hell would you be doing in China?

A teaching certification isn't required for teaching at public universities and colleges.

BA + 2 years experience teaching is all that is required.

I'm not really sure what a certification would prove to anyone in China except that the prospective hiree has met minimum standards that allows him to teach in his home country. Perhaps an international school might require certification plus a BA plus experience.

I've known total numbn*ts who were certified teachers.

OP, you sound a little overqualified for China.

In my last job I persuaded the Director to insist on a degree plus a CELTA/TRINITY. Not only did the quality of the teaching improve but the psychos and social outcasts stopped applying. Funny that.

Xi'an is one of the filthiest cities I've ever been to. Chongqing isn't clean either. If you want a clean place that is out of the way and relaxed, you will need to live in a small town.

Haven't been to the city in Xinjiang you mentioned, but if you are looking to get out of the big cities, that might be a good choice. Even if it isn't super-clean, there are plenty of beautiful, natural places in Xinjiang you can visit on the holidays.
