I recently flew Emirates from Doha to Istanbul with 70 kg-and I wasn't charged extra.

There are rules. It is just in the ME these are negotiable. The negotiability is negotiable too.

I've gotten away with excess baggage in other places, too. It's sometimes a matter of what kind of day the counter agent is having.

One trick worth trying if you have a lot of stuff and you're a cheapskate is offering a skycap ten bucks or so to get it past the counter. The skycaps often have working relationships with the counter agents that allow them to do this -- off the record, of course. The skycap grabs some luggage checks, slaps them on your luggage, throws the luggage on the belt, and gives the claim checks to the agent. You save a couple of hundred bucks, the skycap is happy, and the counter agent really doesn't give a rap.
